Yes, but it is still only as accurate as telepathy. Normally when people ap together, they speak, or text to each other what they want to say due to the inherrent inaccuracies of telepathy.

Yes. You can also communicate with someone when they are out and you are not (OOBE from their viewpoint, telepathy from your side) and vice versa. The requirements seem to be that a) you are both genuinely interested in what they other have to say and b) that you both are consistent throughout (honest with yourselves - no bull).

Alright this would be my first post here and I'm defiantly not new to psyonics or anything of the sort. So basically,  Yes! you can communicate with other Astral projectors. I personally have only projected once successfully but have had a lot of OBE's. The thing is, When you astral project your more conscious with your sub-c or your psyonic "body" or makeup. So your ability's are a bit more enhanced then they would be with the normal distractions of this world. So technically it is easier to comprehend and understand other Astral projectors telepathic messages or signs. Hope that helped you out a bit.
