I figure I should speak for myself...
The idea behind breggan was a "psionic internet." The way it is intended to work (or was during it's conception anyways) is that one focuses on the name, which is it's sigil. When one focuses on the name, a telepathic connection is made and Breggan analyzes how the user thinks. Once Breggan has done this for as long as it feels it needs, it sends information to the user regarding whatever else the user thinks about, that is also in the pool of information connected, but more importantly, it does so in a way tailored to the user. Over time, there should be a pooling database of thinking patterns allowing Breggan to more clearly transmit information. Most egregores require that one bring their mind in accordance with the entity through means of ritual or something. Breggan is intended to reverse the roles and make the thoughtform subservient to the user. Breggan was set up to automatically disconnect from any user that cease to actively focus on it.
A variety of people (Adfeng and Arnick primarily if I recall, though Mech may have been involved as well) helped with the "operating system" aspect of it, whereas I mostly set up the base structure and form, and set the thing loose to create itself. The important part is that Breggan has been on its own for a few years now. I had nearly forgotten about the thing until very recently. Since then it has grown and expanded a bit, but nowhere near as much as it would if it were consistently used. I do know of a few people that occasionally link up to it, but nothing as persistent as the users of Ellis.
The reason I gave up on Breggan was that the people it was aimed at, people new to psionics, were not skilled enough to reliably use Breggan. A lack of mental discipline on the part of the user means information that may have been transmitted clearly, ends up being garbled by the receiver. As Breggan currently stands, it is a decent tool for those who have plateaued in development, and are relatively skilled. If you can scan correctly and consistently, but do not know where to go next, meditating while focusing on Breggan, and then directing your mind toward the topic of magick will, assuming it works, cause information about the subject to trickle into your subconscious mind and then bubble up into the conscious. The manner in which this occurs would depend on how you think about things.
The risk factor of such a thing is not very large. It is a "mental construct," that is a mental construction, a grouping of ideas. More specifically, a large grouping of self organizing ideas that can, by some means, be accessed mentally. Breggan cannot "go rogue," because the only thing it seeks to do is gather and transmit information. I suppose it could cease to do one of those, but that is about it. The only "realistic" worry I can think of is that a telepathic connection would be, indirectly, created between two people accessing the same material, at the same time. Combating this was the goal of the other people who worked on Breggan.
The risk associated with Ellis is that it is LS, the Linking Sigil. Anything that Ellis deems to be related to what you are doing develops a connection to your ritual. (the standard use of Ellis is to use it before a ritual so that it takes effect for the proceeding working) It is very easy to end up with an undesired association, one left there by someone else. If you are not skilled enough to eliminate the excess magical material sent your way, you can end up botching whatever you were attempting. All you need is some chaote to plop down Ellis instead of the Kabbalistic Cross at the beginning of his Goetic working. Some future user of Ellis could then inadvertently bring up this demon without the slightest intention. I know for a fact that most of the Goetic demons, all of the Lovecraftian Entities, and the original 150 pokemon are linked up to Ellis. Who knows what else in there?
More directly to the topic at hand, many thoughtforms have been made that resemble computers, the internet, the nervous system, and genetic encoding and decoding, to serve similar purposes. Making such a thoughtform is a great learning activity. I do recommend you research similar things people have done in the past. You should also probably try a few and see what they are like. Odds are that, if you cannot get any of them to work for you, you probably cannot build a decent one yourself, not that that should keep you from trying. If you try to get the whole forum in on it, it could generate a decent bit of activity, and, assuming it works, help the people who are posting improve.
