I am rather confused with meditation techniques for building internal energy for psionics like energy healing. Some sources say focus on the dantien/hara and breathe and visualize energy there.
Energy is in the air already. This form of energy is called prana or Chi in different parts of the world.
Breath slowly through your nose and exhale throughout your mouth. Feel is crucial, so feel the air inside as you inhale, feel the air filled your lung and expand. As you breath, feel the air is spreading out through your body. Our body already had the ability to self-heal and generate prana, those who didn't aware of it just need to utilize and manage it. Feeling, or sensing let you
manage where prana
goes.
Self healing with prana is easy once you get to feel. Continue to breath as usual(inhale nose exhale mouth), as it spreads out through your body,
focus on where discomfort like cramps even headache etc is. That's it. Just keep doing till any discomfort disappears. As long as your breathing is regular and focus, energy goes where attention goes. Breathing + Focus = Healing ability(self-healing).
Other sources say focus breath on the solar plexus. Thats the manipura chakra and meditating on it is supposed to aid in supernatural abilities.
Which one is it? Or is this an either/or case where I can choose? Can someone with experience help please?

Solar plexus doesn't aid supernatural abilities. Solar plexus is your psychic fuel, your source of psychic energy.
Which chakras aid psychic abilities are third eye and crown. Both work same as transmitter but different purposes.
From all chakras, the most powerful charkas is your heart chakras. It connects all of the chakras. It shape is tetrahedron, 6+1(center). I usually used crown, third eye and heart chakras as compliment transmitter to and from different planes. Solar plexus is optional to preference as energy source, personally heart chakras is most powerful, not only as energy source but also primary shielding, including defense.
Which one is it? Or is this an either/or case where I can choose? Can someone with experience help please?
From what I observe and feel, you need basic chakras meditation. You might need recording your progress and experience during meditation.
Some people got stuck in different chakras and need to go back focusing on breathing. It could be caused by kundalini, old energy pattern, any trauma associated with chakras etc. A few reported discomfort in particular parts of their back and so on. It's normal. It's all about progress.
