Make sure when you publish an article from someone, ask their permission first. Once you have their permission, you can post it.

Maybe cut the text and replace with something while you try to contact? I agree. All authors that are contactable must be contacted for permission to post something, unless he states in his post or article that the article may be reproduced.

Okay dude, you don't even post the URL OR post the author's name anymore. You're still grabbing the main concepts as well, so it's technically plagiarism. EDIT For example, let's say the original author states, "Cars have a 99% rate of getting destroyed sooner or later". Stating "There is a 99% rate that cars will no longer be functional because they were destroyed, whether it takes a day or decades". You're still using the main ideas, but just rephrasing it in a different manner. Yet this is still plagiarism.

For future reference: Ask the author to post the article on a different website or forum. If you do post someone elses' article, please just post an excerpt from it, and then link to it. Cite your sources. Please give the link/book/whatever you got it from, the author's name, and the date published. If you do not do these things, I will remove it.
